欧洲技术评估(ETA)是一份根据建筑产品基本特征提供其性能信息的声明文件，自2013年7月1日起在所有欧洲成员国和欧洲经济区生效的《新建筑产品条例(欧盟)第305/2011号》中已有ETA认证的相关诠释。建筑建材产品的ETA认证是对产品在指定应用范围技术性能的有力证明，由建筑材料制造商自愿申请。建筑建材类产品可以申请ETA认证的前提是：建筑产品不
在或不受任何欧洲统一标准(hEN)及其评估方法和载于标准欧洲评估文件(EAD)中，当产品通过ETA符合性证明程序，满足ETA相关标准，欧洲技术认可认证机构将允许制造商在产品上标注CE标识。
“CE”标志是一种安全认证标志，被视为制造商打开并进入欧洲市场的护照。凡是贴有“CE”标志的产品就可在欧盟各成员国内销售，无须符合每个成员国的要求，从而实现了商品在欧盟成员国范围内的自由流通。
ETAs认证的变化
根据ETAs的有关规定：截至2013年6月30日(即欧洲批准)的ETAs在其有效期结束之前仍然有效，可以被制造商用作欧洲技术评估，但这种类型的ETAs在2018年将从市场上消失，在2013年7月1日之后发布的ETA的有效期是不确定的。根据 (九华山二日游欧盟)第305/2011号(CPR) 规定，建筑材料制造商在市场上发布建筑产品和当该产品被欧洲技术评估(ETA)评估时，应负责提供该产品的性能声明(DoP)。经评估通过后，CE标志应贴在该产品上，并表明制造商对该产品与声明的性能相符负有责任。

ETAs评估文件
欧洲标准主要包括欧洲技术组织（EOTA）颁布的欧洲技术认证指南ETAG 001和相关的技术报告，其中锚栓最重要的评估文件主要在ETAG 001的Part 1-6, 是专门用于“混凝土锚固的金属锚栓”的评估文件。ETA认证在全体欧洲自由贸易协议成员国有效，证书有效期5年。
