Abstract: This article analyzes the development stage of government websites and the main characteristics of every stage in the first instance, then analysis the functional and localization of Tonglu Government website. Moreover, basing on conbined with pratice reality, the article describes the main features of the government websites, and brings up the improvement in websites, focusing on improving three areas namely publication of information, online government affair and public participation. 中国航空大学
